Fire Alarm & Mass Notification Systems at Various Reserve Centers

Background | This US Army Corps of Engineers (USACE) Design-Build project teamed Pitingaro & Doetsch Consulting Engineers, P.C. (p+d) with Trinity USA Contracting, Inc. and LoCurrent Systems, LLC to complete renovations to various Army reserve centers: WV024 Lewisburg AMSA/OMS in Lewisburg, WV and WV035 PFC Ralph E. Pomeroy ARC in Rainelle, WV. The full project scope includes design, construction and certification for the installation of new fire alarm and mass notification systems with voice messaging as well as demolition of existing fire alarm and mass notification systems.

The design was based on USACE RFP W912BU-17-R-00XX scope of work as well as field investigations, technical and general requirements and cost considerations. All applicable codes, including NFPA 72, state and local codes, regulations, standards, guidelines and specifications, were applied during the design of this project. The system will feature a turnkey “Silent Knight” system designed to include smoke detectors, heat detectors, pull stations, duct detectors, speaker strobes, strobe only and local operating consoles (LOCs) as well as main panels. The system will be fully addressable and expandable.

Team Role | p+d is responsible for all design and quality control aspects of the project. To initiate the design build process, p+d teamed with its project partners to perform pre-design inspections of the facilities to document existing conditions and develop the most effective plan to deliver a system that would ensure the safety of the Army Reserve personnel operating from these bases. After completing these inspections, the team proceeded with the preparation of the plans and product selection, design reviews and preparation of the Design Quality Control Plan that outlines the general guidelines associated with ensuring a quality design is produced for the project. This plan is a project-specific plan that documents the design and review process for the project and the parties responsible for the design and the quality of the design, defining their roles in the development and ultimate execution of the project. Quality Control (QC) will be incorporated into every phase of the design to ensure a quality product.

Results | By updating the fire alarm and mass notification systems at these facilities, the Reserves will continue to provide the highest levels of safety for their trainees. To accomplish this goal, all deliverables were developed in conformance with the USACE Specifications Sections 01-45-00 and 01-45-05 of the specification documents provided as part of Solicitation RFP W912BU-17R-00XX. The project design is undergoing final review and is scheduled to be constructed fall 2018.
